Parking
Québec City residents can borrow moving sawhorses free of charge through 311, requesting them at least 48 hours (two business days) ahead and setting them up 24 hours before with the intended dates and times. These citizen-installed signs do not create an enforceable parking reservation.[1][2]
Parking
A loan is limited to three sawhorses, or six when a move requires no-parking zones at two addresses. They go on the sidewalk or the property, not in the street, and may cover no more than three parking spaces (about 20 m).[1][2]
Permit
In La Cité-Limoilou, sawhorses placed in a zone where parking is regulated also require a roadway occupation authorization from the City's traffic and transportation officer, reachable at 418 641-6314.[2]

The City's loaned sawhorses may not be set up in loading zones (débarcadères) or in paid parking zones, so they cannot be used to hold metered curb space.[1]
Permit
Since December 2024, every occupation of the roadway in Québec City, such as a dumpster, scaffolding or a work truck, requires an occupation permit requested by calling 311. The City says to allow up to 10 business days.[3][4]

Roadway occupation permit fees: $35 for analysis (non-refundable if refused), $15 for issuance, $1.00 per m² per day for up to 30 days, $28 per day per metered space, and $185 for no-parking signs on wooden supports.[3][5]
The official process, step by step
- If you are a Québec City resident, request the free sawhorse loan from 311 at least 48 hours (two business days) ahead. The borrowed signs do not create a legally enforceable reservation.[1][2]
- Pick them up at 54, rue Marie-de-l’Incarnation, Monday to Friday between 12:30 and 3 p.m.[1][2]
- Set them up on the sidewalk or your property 24 hours before, marked with the no-parking dates and times, over at most three spaces (about 20 m).[1][2]
- In a regulated parking zone of La Cité-Limoilou, also get a roadway occupation authorization (418 641-6314).[2]
- Return the sawhorses within the two-week total limit. Late-return invoicing follows a three-business-day grace period and costs $30 per unit plus $50 administration; damaged items are also billed.[1][2]

Sawhorses put up by a resident have no legal force: the City states that no ticket can legally be issued to a vehicle parked in the space they mark off.
