Moving in Quebec City: the rules that apply

Latest source review: September 27, 2026. Individual access dates appear below.

  • Buildings

Across Québec City in 2021, 48.8% of households rented and 51.2% owned their home; the city had 265,710 private households.[1][2]

  • Moving season

Most residential leases in Québec end on June 30, which is why so many households move on July 1 every year.[3]

  • Parking

Québec City residents can borrow moving sawhorses free of charge through 311, requesting them at least 48 hours (two business days) ahead and setting them up 24 hours before with the intended dates and times. These citizen-installed signs do not create an enforceable parking reservation.[4][5]

  • Permit

Since December 2024, every occupation of the roadway in Québec City, such as a dumpster, scaffolding or a work truck, requires an occupation permit requested by calling 311. The City says to allow up to 10 business days.[6][7]

  • Parking

Resident street-parking permits (vignettes) exist in only three boroughs: La Cité-Limoilou, Les Rivières and Sainte-Foy–Sillery–Cap-Rouge. A first request must be made in person at a borough office.[8]

  • Snow removal

From November 1 to April 15, Québec City’s snow-removal parking bans apply during the hours designated for the street and operation. Active orange flashing lights announce the applicable restriction; check the borough’s overnight, midnight or daytime schedule.[9][10]

  • Snow removal

The Info-Déneigement line (418 641-6666) is updated twice a day, at 7:30 a.m. and 5 p.m. The City also sends snow-removal notices by email and text message and publishes a map showing which flashing lights are on.[9]

  • Vehicle

R.A.V.Q. 842 defines trucks using a 4,500 kg gross-weight threshold and goods or permanently fixed equipment use, includes qualifying vehicle combinations and excludes emergency vehicles. A local-delivery exception may allow access to a truck-restricted street, subject to that street’s Annex X restrictions.[11]

What this means for your move

  • Borrowed sawhorses have no legal force. For an obstruction of the roadway, such as a moving container, ask 311 about the occupation permit and allow up to 10 business days; do not treat ordinary legal parking as the same request.[5][6][7]

Primary services

Quebec City buyers usually need the right mix of residential, commercial, long-distance, packing, and storage support before they request a quote.

  • Residential moves planned around home type, building access, inventory, and timing.
  • Commercial work planned around site access, dock timing, phased work, and reopening needs.
  • Long-distance planning built around pickup access, delivery windows, packing, and storage.

Planning realities

Quebec City mixes heritage-district access constraints with suburban tower stock. We confirm the narrow-street logistics before quote day.

  • Historic-core buildings, narrower streets, and mixed suburban pickups create very different access setups across the city.
  • Newer Sainte-Foy and suburban towers still rely on elevator booking windows even when the rest of the move looks simple on paper.
  • Old Quebec loading limits, winter restrictions, and narrower curb access can change the whole truck sequence.
  • Winter access and tourist-season congestion both matter here, especially when loading has to happen near the historic core.

Route context

Quebec City estimates often need route distance, pickup access, delivery timing, and service scope before the number is reliable.

  • Montreal to Quebec City
  • Quebec City to Montreal
  • Toronto to Quebec City
